Department of Conservation and Energy
Office of the Secretary (OSEC)

Comprised of the following Offices/Divisions:

  1. Executive;
  2. Capital Area Groundwater Conservation District (CAGCD);
  3. Communications;
  4. Legal Services;
  5. Louisiana Oil Spill Coordinators Office (LOSCO);
  6. Natural Resources Commission; and
  7. Oilfield Site Restoration.

It is the goal of the Office of the Secretary to deliver visionary leadership and transparent governance that align departmental operations, policies and partnerships with Louisiana’s long-term goals for energy resilience, environmental stewardship and public trust.

Office of Administration (OAD)

Comprised of the following Divisions:

  1. Administration;
  2. Fiscal and Budget;
  3. Human Resources;
  4. Internal Audit;
  5. Modernization;
  6. Natural Resources Trust Authority; and
  7. Operations.

It is the goal of the Office of Administration to ensure effective and efficient operation of C&E through strategic administrative support, sound financial management, modernized systems and human resource practices that promote employee wellbeing and compliance.

Office of Energy (OEN)

Comprised of the following Divisions:

  1. Policy and Rules;
  2. Data;
  3. GIS; and
  4. State Energy Office.

It is the goal of the Office of Energy to guide development of energy systems by modernizing infrastructure, improving data capabilities, managing energy grants and partnering with research institutions.

Office of Enforcement (OENF)

Comprised of the following Divisions:

  1. Inspections; and
  2. Orders.

It is the goal of the Office of Enforcement to protect public and environmental interests through consistent inspections, timely enforcement actions and transparent oversight.

Office of Permitting and Compliance (OPC)

Comprised of the following Divisions:

  1. Compliance;
  2. Ecology;
  3. Engineering;
  4. Geology; and
  5. Permitting.

It is the goal of the Office of Permitting and Compliance to manage permitting and compliance with clarity, consistency and integrity, ensuring regulatory activities support ecological and economic stewardship.

Office of State Resources (OSTR)  

Comprised of the following Divisions:

  1. Income;
  2. Land Administration;
  3. Resource Analytics; and
  4. Water Administration.

It is the goal of the Office of State Resources to maximize the economic value of Louisiana’s natural resources through responsible leasing, transparent royalty management and strategic resource development that supports long-term returns while promoting environmental stewardship and energy diversification.
